"Sim City 3000" führt die aus dem Vorgänger bekannte Spielmechanik fort und erweiterte diese um neue Aspekte, wie beispielsweise die städtische Abfallentsorgung oder Agrarwirtschaft.
Knapp ein Jahr nach der Erstveröffentlichung reichte Entwickler Maxis eine erweiterte Revision nach: Die "Unlimited"-Version.
Sie ist eine erweiterte Neuauflage des Originals, welche jedoch regionale Eigenheiten besitzt. So hat jede der "Unlimited"-Versionen zusätzliche Gebäude/Grafiksets mit jeweils landestypischen Konstrukten und Sehenswürdigkeiten.
Die "World Edition" enthält gar mehrere Grafiksets auf einmal, die aus den Regionalversionen entlehnt sind.
