Am 21. Mai 2013 wurde das Spiel offiziell als "Freedom Wars" vorgestellt. Davor existierte nur ein Trailer ohne Angabe der Plattform und mit dem Namen "Panopticon". Der Name "Panopticon" bezog sich auf den Namen der Spielwelt.
