"Borderlands: The Pre-Sequel!" stellt ein Prequel zu "Borderlands 2" dar. Die Handlung ist zwischen Teil 1 und 2 angelegt bzw. verläuft gegen Ende parallel zu "Borderlands 2". Dabei erfährt der Spieler, wie 'Handsome Jack', der Hauptwidersacher in Teil 2, der Aufstieg zur Macht gelungen ist.
"The Pre-Sequel!" folgt dem Konzept von Teil 2 und setzt technisch und spielerisch auf den gleichen Unterbau. Neu sind Strahlenwaffen wie z.B. Lasergewehre und Cryo-Schießeisen. Mit den Cryo-Waffen lassen sich Gegner vereisen und können danach im erstarrten Zustand zerschmettert werden.
Der kooperative Mehrspielermodus kann im Split-Screen (zwei Spieler), System-Link/LAN oder Internet (vier Teilnehmer) gespielt werden.
Die Darstellung des Split-Screens kann wie bei Teil 2 frei gewählt werden und ist jederzeit per Option zwischen horizontaler oder vertikaler Teilung verstellbar. Darüber hinaus ist es möglich, via Split-Screen gemeinsam mit zwei weiteren Teilnehmern online zu spielen.
