"Phantasy Star Universe" ist ein erweitertes "Phantasy Star Online", hat inhaltlich jedoch nur bedingt mit den Vorgängern Gemeinsamkeiten. Technisch und spielerisch baut man auf die Basis der Vorgänger auf. Neben verbesserten Kommunikationsmöglichkeiten wurde die maximale Anzahl an Teilnehmern erhöht.
Obwohl "Phantasy Star Universe" hauptsächlich ein Online-Titel ist, gibt es auch einen vollwertigen Storymodus (Offline).
