Obwohl "Ryuu ga Gotoku 3" in Asien ein großer kommerzieller Erfolg war, gaben Sega Europe und Sega of America auf Anfrage des Online-Magazins VG247 Ende Juli 2009 bekannt, den Titel nicht in westliche Gefilde bringen zu wollen. Grund dafür seien die geringen Verkaufszahlen der ersten beiden Teile im Westen. Gegenüber IGN meinte Sega jedoch Anfang August, dass die finale Entscheidung über eine westliche Veröffentlichung noch nicht getroffen worden sei.
Im Herbst 2009 verdichteten sich die Gerüchte um eine westliche Veröffentlichung immer mehr, bis diese von Sega am 8. Dezember 2009 schließlich offiziell gemacht wurde.
Die westlichen Versionen wurden allerdings um Inhalte, die für westliche Spieler "keinen Sinn gemacht hätten", erleichtert, darunter ein Quiz über japanische Geschichte und die aus den Vorgängern bekannten und beliebten Hostess-Bars.
